      Commissioner William C. Medrano received a Post-Doctorate Fellowship in International Course in Development–Oriented Research in Agriculture from International Agriculture Center (IAC), Wageningen, The Netherlands; his Doctor of Philosophy (Ph.D.) and Masters of Science (M.S.) both in the field of Animal Science from the University of the Philippines Los Baños (UPLB), and his Bachelor of Science (B.S.) in Agriculture, cum laude , from the Isabela State University (ISU).

      Commissioner Medrano served as the University Vice President for Research and Development, Extension, and Training at ISU and concurrent Executive Director of the Cagayan Valley Agriculture Resources Research and Development Consortium (CVARRD). From 2003 to December 2004, he served as the Director of the Department of Agriculture-Bureau of Agricultural Research (BAR). Prior to his appointment as CHED Commissioner, Dr. Medrano was the CHED Executive Director from April 2005 to August 2008. Commissioner Medrano received various awards and honors, including: UPLB Alumni Association 2008 Most Distinguished Alumni Award for Agricultural Research and Higher Education Administration; 2008 Recognition Award of the SEARCA Fellows Association of the Philippines as Research Administrator – Education Par Excellence; 2004 INPHILCO Most Distinguished Animal Scientist Award given by the Philippine Society of Animal Science; the 2003 Pantas Award as the Most Outstanding Research Administrator in the Philippines given by the Philippines Council for Agriculture, Forestry and Natural Resources Research and Development (PCARRD) - Department of Science and Technology (DOST).
